EAST SIDE DEVELOPMENT AREA SANITARY SERVICING
SCHEDULE C MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT
MUNICIPALITY OF CENTRAL ELGIN

The Municipality of Central Elgin (Central Elgin) is undertaking a Municipal Class Environmental Assessment (Class EA) Study to identify options for sanitary (wastewater) servicing within the East Side Development Area (ESDA). The ESDA is located in Central Elgin, east of the City of St. Thomas.

WHY ARE WE DOING THIS STUDY?
The ESDA was established through previous servicing Master Plans (2003 and 2011) and includes Employment Area lands which are important for the future growth and development of Central Elgin, as outlined in the Central Elgin Official Plan. Sanitary servicing alternatives will be examined as part of this Municipal Class EA Study, including alternative locations for a new Wastewater Treatment Plant (WWTP) to serve the ESDA area and related sanitary infrastructure.
WHAT IS THE STUDY PROCESS?
This notice signals the commencement of the Municipal Class EA Study, which will define the problem, evaluate alternative solutions, determine a preferred solution, and develop a preferred design of a new WWTP and related infrastructure in consultation with the City of St. Thomas, regulatory agencies, Indigenous communities and the public. This study is being undertaken in accordance with the requirements of Schedule C projects, as outlined in the Municipal Class EA document (2000, as amended in 2007, 2011 and 2015) which is approved under the Ontario Environmental Assessment Act.
HOW CAN I PARTICIPATE IN THE STUDY?
The study team encourages you to provide input for consideration throughout the study. Details regarding opportunities for engagement, including Public Information Centres (PICs) will be advertised as the study progresses. Upon completion of the study, an Environmental Study Report (ESR) will be prepared and placed on the public record for a minimum 30-day review period. The document will summarize the planning and consultation process and the preferred alternative. Information on the study will be made available on Central Elgin’s website: www.letstalkcentralelgin.ca


Comments received through the course of the study will be considered and documented in the ESR. Information will be collected in accordance with the Municipal Freedom of Information and Protection of Privacy Act. With the exception of personal information, all comments will become part of the public record. Alternate formats of project information are available upon request.
