Central Elgin Welcomes New Council for 2022-2026 Term
Central Elgin - The Municipality of Central Elgin’s newly elected Council held its Inaugural Meeting last night in the Council Chambers at the Elgin County Administration building. Mayor and Councillors took their declarations of office and were formally sworn in for the 2022-2026 term.
The 2022-2026 Municipal Council, consists of:
- Mayor Andrew Sloan
- Deputy Mayor Todd Noble
- Ward One Councillor Michelle Graham
- Ward Two Councillor Morgaine Halpin
- Ward Three Councillor Norman Watson
- Ward Four Councillor David Conners
- Ward Five Councillor Dave Baughman
Mayor Sloan expressed his gratitude to be given the opportunity to serve as Mayor of Central Elgin in his inaugural address. He thanked previous council and those who sought office during the election.
In his address, he outlined his priorities of new council for the next four years. A focus on affordability, transparency, communication and teamwork were clear throughout.
“Every decision we make will be based on the cost to you, disruption to you, consequence to you, and of course the potential benefit to you and your family", said Mayor Sloan. Adding "The four years we have is an opportunity to make our residents proud, and make those who work for the corporation proud".
The next regular Council meeting is scheduled for December 12, 2022 at 1 pm.

Role of Municipal Council Members
In accordance with the Municipal Act, 2001, the role of Council is:
- The represent the public
- To consider the well-being and interested of the municipality
- To develop and evaluate the policies and programs of the municipality
- To determine which services the municipal provides
- To ensure that administrative practices and procedures are in place
- To maintain the financial integrity of the municipality
- To carry out the duties of council under this or any other Act
