Recommendation
THAT Council grant an exemption to By-law No. 212, being a By-law to control noise in the Municipality of Central Elgin, as amended, to allow ETBO Tool and Die and Mammoet Canada Eastern to discharge and disassemble a press machine in Port Stanley on December 18th, 2024.

On December 3rd, 2024, a proposal was received from Mammoet Canada Eastern requesting exemption from By-law No. 212, being the noise by-law for the Municipality. The exemption is sought to allow for the operation of equipment in connection with the movement and storage of freight on the East Headland Berm, potentially later than 8:00 p.m. on Wednesday December 18th. The work will consist of a barge bring tied off to the East Pier wall to allow for a safe “roll off” operation to take place. Mammoet will be installing ramps with a crane to allow for transporter to drive cargo off the barge. The total estimated time of the roll off operation will be 12 hours.
Additional Information
The extension from 8:00 p.m. to 11:30 p.m. will allow an additional three and a half hours on Wednesday, December 18th, 2024. • Additional noise will be audible by neighbouring residences to the west and north.
